She has been working as a public servant for more than a decade at the service of the Ecuadorian people. She has been Minister of National Defense, Coordinating Minister of Heritage and Minister of Foreign Affairs, twice. She has fostered public policies in favor of peace, human rights and the preservation of the country's cultural and natural diversity; In addition, she has promoted an active participation of Ecuador among international organizations such as the United Nations Organization, the Union of South American Nations, the Community of Latin American and Caribbean States and the Andean Community of Nations.


She has been Ecuador´s Minister of Foreign Affairs twice. The first period in 2007 and the second one in 2017 until the present date. She has worked on bilateral treaties in favor of the environment, human rights and migrants. During her tenure, she chaired the Community of Latin American and Caribbean States, CELAC, the G77 + China and the Andean Community.


She was the third woman to assume the position of Ecuador´s Minister of National Defense. During her administration, she promoted a peace policy, modernized the Armed Forces and built a political defense agenda and a gender policy in the institution. She supported the UN Peace Missions and actively participated in debates on Women, Peace and Security in the United Nations Security Council, among other initiatives.


For the first time in Ecuador´s history, she did so much in such a short time for the preservation and conservation of the country’s heritage. The declaration of emergency allowed intervening in the registry of archaeological sites and goods, in the restoration of emblematic buildings and in the conservation of historical centers. In addition, she created the National Commission to fight illicit trafficking in heritage assets and, above all, generated a public policy understanding that heritage allow not only to consolidate the identity and sense of belonging but also to boost the local and national economy to improve the quality life of the Ecuadorians.
